Larry Wallace is a partner at Parr Richey Obremskey & Morton and was the first chairman of its Utility Law Section.  He received his law degree from Indiana University and was admitted to the Indiana bar in 1963.  His practice is focused on legal issues of particular concern to regulated and unregulated public utilities, including regulatory and governmental relations services, corporate and real estate law.

After serving as a member of the Indiana House of Representatives, he was the Indiana Governor’s liaison with the Indiana legislature before becoming Chairman of the Indiana Utility Regulatory Commission.  Mr. Wallace returned to law practice after 10 years as Chairman of the IURC and after his term as President of the National Association of Regulatory Utility Commissioners.  He has been a member of the firm since January 1984, and is a member of the Indiana State Bar Association (founding Chairman of its Utility Law Section) and Indianapolis Bar Association (past Chairman of its Ethics Committee).

Appearances/Publications

Mr. Wallace has been a principal speaker concerning utility matters throughout the country.  His article on regional regulation of electric utilities was published by Public Utilities Fortnightly.  He was elected a Senior Writer for the Indiana Law Journal.  He has also been a presenter at various Indiana Continuing Legal Education programs.

Appointments/Memberships

Mr. Wallace has served on the City of Indianapolis’ Police Merit Board, the Indianapolis Historic Preservation Commission, and as an officer in several community and civic organizations.  He has been a member of the Electric Power Research Institute’s Advisory Board and Chairman of the National Regulatory Research Institute.  He is a past President of the Columbia Club in Indianapolis.

Honors/Awards

Mr. Wallace has been included in Best Lawyers in America, and also named as an Indiana “Best Lawyer”, for several years.  He received a President’s Citation from the Indiana State Bar Association for his contributions to the Indiana Bar as Chairman of a special task force commissioned to review and revise Indiana’s Professional Conduct rules.  He was appointed a Sagamore of the Wabash by Governors Otis Bowen and Robert Orr.
